Abstract

This study examined the role of strategic leadership and change management approaches in addressing resistance to the Heritage-Based Curriculum implementation in Kandeya Cluster, Mt Darwin District, Zimbabwe. This study was grounded in the pragmatist paradigm and mixed method approach. The sample comprised of 45 respondents (teachers) selected through the stratified random sampling technique and 8 instructional supervisors purposively selected. Data was sourced through document analysis, semi-structured questionnaire and an interview guide. Quantitative data were analysed using descriptive statistics while qualitative data underwent thematic analysis. The analysed and interpreted data acknowledged that the resistance to the implementation of curriculum reforms in the targeted cluster was due to a number of sources. In addition, it was noted that a number of change practices like compliance-focused monitoring, symbolic visionary leadership, constrained supportive efforts, and restricted adaptive leadership due to hierarchical barriers. The results noted that the effectiveness of change management practices is constrained, achieving basic awareness but failing to build capacity, reduce stress, foster trust, or generate genuine commitment, resulting in compliance-oriented rather than transformational change. Lastly the results advanced some of the leadership strategies to manage resistance that can be adopted in order to minimise resistance to curriculum reforms in the selected cluster. In conclusion rely on instructional guidance, symbolic vision, top-down communication, constrained support, and limited adaptation, resulting in compliance-driven rather than participatory, trust-building approaches. It can be concluded that while strategic leadership and change management play a central role in guiding curriculum reform, their impact is constrained by systemic barriers, limited resources, and compliance-oriented practices
