Abstract
The study explores the key challenges faced by the private security company, Peace Security, in delivering effective security services in Zimbabwe for the period of June 2022 to June 2024. This research purposes to cultivate a nuanced understanding of the operational, resource and human resource-related difficulties encountered by the company, as well as the impact of economic and political factors on its service delivery. Additionally, the research investigates the role of financial intelligence in addressing these challenges and identifies strategies to enhance Peace Security's provision of security services, with a particular focus on the utilization of financial data and insights. The problem statement highlights the complexities faced by private security companies in Zimbabwe, where economic instability, high inflation, and a restrictive regulatory environment have posed significant barriers to delivering value-for-money security services while ensuring adequate protection levels. The lack of robust financial intelligence capabilities has exacerbated the situation, hindering Peace Security's ability to make informed strategic decisions responsive to the fluid conditions. The study is guided by four research objectives: 1) Identify the key challenges faced by Peace Security; 2) Examine the impact of economic and political factors; 3) Explore the role of financial intelligence; and 4) Develop strategies to enhance security service provision, with a focus on financial intelligence. The theoretical framework draws on regulation theory, resource dependence theory, and institutional theory to provide a multifaceted understanding of the operating environment. The conceptual framework outlines the independent, dependent, and mediating variables shaping Peace Security's service delivery. The qualitative case study methodology includes semi-structured interviews with 23 participants (5 managers, 18 security officers) from Peace Security's four branches, as well as document analysis for contextual information and data triangulation. The key findings reveal critical challenges, including inadequate resources and equipment, staffing difficulties, and operational obstacles. Economic instability and high inflation have eroded the company's purchasing power, hindered financial planning, and negatively affected employee retention. Political tensions, civil unrest, and regulatory changes have further complicated the company's operations. While Peace Security's utilization of financial intelligence is limited, participants acknowledged its potential benefits in enhancing fraud detection, improving resource allocation, and supporting proactive risk mitigation. To address the challenges, the study proposes strategies centred on strengthening resource and equipment capabilities, enhancing human resource capabilities, and leveraging financial intelligence to optimize operational performance. In conclusion, this case study provides a comprehensive analysis of the multifaceted challenges faced by Peace Security in Zimbabwe, underscoring the significant impact of economic and political factors, as well as the untapped potential of financial intelligence. The proposed strategies offer a roadmap for Peace Security and the broader private security industry to strengthen their capabilities, optimize resource utilization, and leverage financial intelligence, ultimately contributing to the safety and security of the nation.
